The legislature recently received an update on the state budgetforecast from state economist Tom Stinson. Since November, when we last received forecast numbers, the deficit has grown by nearly $2 billion. The state is now looking at a $6.4 billion deficit. Minnesota is not alone in this economic struggle. Nearly every state in the country is dealing with similar revenue issues.President Obama and Congress have taken notice of the situation. The stimulus package they passed is not only focused on moving the country in the right direction, but it also focuses on helping the states. The package will provide $53.6 billion in grants to governors for state fiscal relief, including $39.5 billion for local schools and higher education institutions to be distributed by states through existing formulas, $5 billion for incentive grants to states and $8.8 billion to states for public safety and other government services.The stimulus package's affect on Minnesota's budget deficit will be $1.8 billion. Though this funding will only help in the short term, the $1.8 billion will allow us to provide needed services and get people working again. It will also help us start projects that are "shovel-ready." These are projects that have been planned and are ready to go, but need funding to get started.We have just started the process of deciding which projects will receive funding, but projects in our region that will be considered are: Stillwater road improvements, the Rice Street interchange and upgrades to White Bear Avenue in Maplewood, and the Gateway Trail projects in North St. Paul. Oakdale has also submitted three transportation projects and an energy efficiency improvement project for their city hall.The news from our economists stress the need to focus on long-term solutions, government reforms, and responsible spending cuts to solve both the immediate and long-term budget deficits. Here in the Senate we will be looking at a combination of tax reforms, spending reforms, and budget cuts that will set up Minnesota for a successful future. To accomplish this, the legislature, the governor and the public will need to work together to find solutions. We recently started this process by holding budget town hall meetings. The turnout at the meetings was overwhelming, and I thank everyone that took the time to share their views with us.The task we have ahead of us will not be easy. There is no way to put a positive spin on a $6.4 billion deficit, but we will work to get our state pointed in the right direction.
